Mehmed-beg Ahmed Pasha. Probably. Might be another guy…..

“Mehmed-beg Ahmed Pasha, Sanjak of Avlona, is an interesting counterpoint in Ottoman bureaucracy in the eighteenth century. We have seen in this history, over and over again, men using guile, deceit and treachery to overcome their opposition in the chaotic structure (if it can be dignified by the name) of the empire of Selim IX the Supine (so called, some said, because he was so obese and debauched that it required four Janissaries to raise him upright). All in the search for wealth, power and influence. Mehmed-beg Ahmed Pasha was different. Not, one hastens to add, because he was some sort of upstanding enlightenment figure. He was as devious, corrupt, arbitrary and tyrannical as he could get away with. The difference, it appears, is that his aspiration was to a quiet backwater Sanjak to rule, with little or no competition, effort or threat. He seems to have wanted a nice villa in Valona with some fruit trees and an unobstructed view of the sea in which to spend his declining years. To achieve this goal he descended to terrible moral depths, but once he was in possession all he appeared to be interested in was fending off the few unenthusiastic and incompetent contenders for such a small, distant province. All the man’s struggles seemed to be aimed at a quiet retirement. Unfortunately, he was doomed to disappointment.”
